Yes. It is User Account Control (UAC). It asks permission for editing, moving, copying, w/e. Even if you are the only user and you are the administrator of the computer. You can turn it off, but it's sometimes useful because it asks for permission for EVERYTHING you do, even if a program is trying to install something in the Windows directory, it'll ask you "Do you give permission to this program to continue?"
I find it useful and annoying. I turned it off after much nuisance.
