I am having an issue where scrolling stops working in-game. I can't scroll through bricks, paints, or the tools. Everything else is fine. Can someone help me out?

For some reason, it's working now. I'm willing to bet it will happen again soon, though.

Sometimes the issue can be through the mouse. Microsoft mouses seem to have scrolling in game issues.

There's your answer.

I've had experiences with Mircrosoft mouses, and they have scrolling issues only in games. Which is why I changed it and now have an HP mouse. Works perfectly.

I thought I might bump this to agree with Visolator here, I had the exact same issue with a wireless Microsoft mouse, switched to a logitech then an HP mouse to test and sure enough the scrolling issue was fixed.

As it seems you may need the Microsoft "Intellipoint" stuff for scrolling to function properly again. If you already have this then consider switching pointing devices.
