In 2005 - 2007(?) I see posts from people with the status of "Guest". What was this system?

Apparently Idle voted in something once, yet otherwise has done nothing but come online and offline at random intervals.

no, they're accounts that were deleted but didn't have their posts deleted
this isn't referring to the "guests" under activity & who's online
