the economic resources of the nation will be strictly regulated by the government, who overlooks a committee of scientists that will direct scientific efforts for a specified period of time, in which the government will direct the required resources to the efforts

the nation could contract work and make research agreements and whatnot. would probs be best as some kind of dependent nation or something i guess
