well you would need to find one in the tropical ocean and you'd need to catch one with a net and then not get stung oh wait not that kind of man of war
well it would be pretty hard considering it wasn't born yet so you would need a time machine and then oh wait not that either
right THAT man of war

well you would need to get a lot of money and then find a port selling them; you could probably buy one out of an English or Dutch port in Europe; New Amsterdam or New England might be a good place too

or you could find one on the seas and try to board it and steal it without getting shot to hell and killed

The Navy is a maritime force directly paid and commanded by the government to do coordinated attacks.
Privateers are more or less just pirates that have a letter of marque; basically, they get to be pirates but it's actually legal. This gives the captain permission to attack enemy navies, enemy merchants, and pirates, all 100% legally. The government doesn't directly command them, though they sometimes require a portion of the plunder.
