they count as an honors class which is +1 to GPA
the tests don't, but getting college credits for much cheaper than actually going to a college class is awesome

but that's issued by the teacher and not the College Board
In Florida honors classes count as .5 added to weighted GPA but Ap is one whole point. Also it's the weighted GPA which some colleges don't check. It's good that you are doing ap because you have more balls than me, but I'm just saying. Also, yes the class itself counts towards your grade but the ap test itself doesn't, also yes ap classes do have tests, but the most significant is the ap test.
As for the second part, I was responding to alt when he said that normal classes have tests too, I was saying that normal classes don't have to ap test.
