But not the game, which is the point of having the GTA franchise on sale

They can put DLC on sale all they want, but the problem is that they put their entire franchise on sale, but used a trick to cause their recent release not have to be on sale with the rest of the games that are on sale

In-game cash in the multiplayer is not "additional content," it's a microtransaction.

Honestly I don't see the big deal either. They obviously don't want to put their game on sale, so giving away a free cash card with purchases seems to be the next best thing.

Apparently some people missed this:
they put dlc on sale, not the game itself. its actually a requirement of steam for certain games of a certain posted date to be on sale during these major sales. but rockstar is using a trick of a bundle to avoid it. and forcing you to use the bundle to "save money" even though you save zero dollars on the game.

Because for someone who has San Andreas already and no interest in GTA Online, the DLC has no value whatsoever. It's just currency for the online mode, which makes the package non-refundable. It's not a sale. They've dressed it up as one but there's really no way for us to actually save money if all we want is GTA V. Sure there's nothing technically wrong with presenting a 0% off sale, but when placed alongside games that haven't been out nearly as long which are being discounted, it makes Rockstar look like a bunch of greedy jerks.
