do it based on ratios of military strength
make the ratio into a fraction, simplify the fraction, and multiply the multiplier by half of that fraction (unless it'd make the multiplier less than 0.5x in which case just use 0.5x)
only have the multiplier active when something's actually happening
if little african nation declares war on the united states and the soviet union, it should not suddenly get huge increases in tech until they start invading
and even then it's not abusable because while they might suddenly get something amazing, they'll be dead in a year so
