If nothing else works, you could always:
1. Copy/move your games (steamapps folder) to outside the steam directory.
2. Uninstall/remove the steam installation.
3. Reinstall.
4. Copy games back into directory.
This worked for me when I had to reinstall once. If this still doesn't remove it, then you'll know it's external and can probably be caught by other malware/adware scanners.

wtf is wrong with winRAR? it's totally free and i've been using it for the last 10 years.

I concur. Have used WinRAR for a long time and it's extremely nice and easy to use. Has the same level of proficiency as 7zip without as much hassle.
Though I use the paid version, it didn't cost much and I liked the software enough to do so.

WinRAR is much easier to use than 7zip imo
