it's not all that extravagant... I'd argue the exact opposite to be honest.

He's going for the first definition, saying that the author is acting like he's better than other people. The second definition applies to objects, not people. For example, if someone's dress is pretentious, they're going to be dressed extravagantly (as if they were passively doing the first definition).
