While the bottled water manufacturers do heavily source from dry areas like California, they are hardly the reason there is a water shortage. Bottled water is a tiny fraction of all water used. The biggest water user anywhere in the country is agriculture and California has one of the largest agricultural economies in the country. I remember reading something like over 80% of water used in the state of California is for agricultural purposes.

One reason California is attractive besides the incredibly long growing season is the fact that there are no laws regulating ground water usage for the most part. If you drill on your land and hit water it's yours to use freely. Many large farm owners consolidated their power in their respective regions by having drilling outfits come and drill insanely deep wells to drain all of an areas water table into their land. Smaller farmers who could not drill deeper or are limited by geography are forced to move and sell their land at severely reduced values.

Anyway, I just drink loving tap and have a Brita unit in the fridge for when I want cold water.
