Meh, the Guardian is a centre-left British News site. It would be like Fox news saying the Fox saying the EU is an effective and model organization. The standards were up to the countries themselves, not the UN. Lot of stuff wrong with the article

So has anyone found out who set these standards? I dug around on the UN's website and couldn't find much on policing. I've also checked Interpol, I only found guidelines for their own officers.

edit: I'm about ready to call bullstuff on the media. It just seems they are trying to create sensationalism.
