You just made me realise they may be using "infections" to refer to STIs, in which case I don't think there's significant evidence to support the benefit of circumcision over non-circumcision.

There was a study conducted in Uganda (by Americans) that found there was a small decrease in contraction of HIV and HPV2 in circumcised men compared to non-circumcised, but it also found no difference between infections for Syphillis.

The UK NHS doesn't agree with the finding that circumcision is an ideal means of reducing risk of STIs.
Instead, education and the use of condoms are the best approach.

It seems unlikely that almost 60%, at least, were planned.
Accidental pregnancies are much more common than that.
