It was a tripple alliance because they feared the Tripple Alliance formed by Germany, Italy, and Austria-Hungary. There was also the Anglo-Russian Entente which was formed for many reasons including fear of German Expansion. For the longest time most of Europe tried to keep the Small German states separated because this would have created a new power in Europe that would have disturbed the balance. That attitude still carried on well into the late 80s and early 90s with the reunification of East and West German. I recall Margret Thatcher being a long time opponent to German reunification.
