Help with some adware.

There is some adware on my laptop, I would like to remove it, and I need a bit of help.

First off, I'm not downloading malwarebites or anything like that so don't bother telling me to install that.

The adware is called 'Web Bubble', when I go into 'Control Pannel' --> 'Uninstall a Program', and try to uninstall the adware, it then brings up the 'do you want to allow the following program to make changes to this computer?', and it's not letting me uninstall it, and there are ads everywhere :(
