If the general public has no problem with arresting and detaining people for being openly gay I could only assume it reflects the people's attitude towards it.
That is quite a difference.
As for the people's possible mindset in Uganda and similar countries.. well I don't know how much how much Ugandans can tap into foreign media(books, tv, news, etc), but from the video you have the man teaching women on tv that gay men eat each others stuff like monkeys. To me that shows that there is probably an abundance of ignorance and stereotypes floating around in Uganda. When you live closed off from the world it seems like you become more closed minded and when you when you are more closed minded you are more susceptible to ignorance, at least in my opinion.
I'm also a believer in that that there are multiple factors to a large problem. Maybe things like religion, fear and superstition as well as closed mindedness and ignorance.
