19 megabytes is pretty damn fast

Or because the hotel is splitting that connection among all the guests, and throttling your individual connection so you can't take it all?
Hotel internet is almost always stuff. It's intended for the bare basics that someone traveling on business needs; a quick email here and there and maybe viewing a few web pages
It's not because it's hotel internet. I tried multiple internet connections across the city when traveling around and it was no different. There's an ATnT store nearby with wifi and I was using their wifi from my room, and it's still just as bad.
