Rainbarrels? What are tho- Oh no seem to have accidentally left out 4 brand new trashcans out in the rain, and their filling up with water what ever shall I do?
No seriously though, I think all this "We are not getting rain until October" is a big sham, they just want a reason to hike up the water bill and fine people for using water.
It probably is going to start pouring in September or rain even more often in August.
