You can configure the dedicated.bat file to run through steam

Right click your launcher in Steam games. Go to properties. Select "Set Launch Options.."

Enter

-dedicated -skylands into the text box. Click Ok. Now starting the launcher will start a dedicated server with your last server settings. You'll need to make a new copy of the launcher to play BL though and I'm not sure if you can play other Steam games while running it through Steam.

i think that the issue here (or the issue that will come up) is he can't host a dedi AND play blockland, which afaik has been an issue ever since greenlight.
