How come the ordering of steam IDs and non-steam IDs are different?

Yeah like the non-steams are almost into the 50k zone while steam is already getting pretty close to 200k.

Why is it like this?

badspot gave amazon and steam the 100-200k bl_ids for them to sell and such

we're still on the 50k bl_ids

Well I know steam started before 100k, as I know a few people with 90k IDs that bought it from steam
