Decided to download a random file from this website, I'm pretty sure all attachments lead to the same thing.
Hell, I'm kinda convinced this isn't even a real forum (no surprise), it doesn't act like one at all. Just try hitting "New Thread" or the "welcome to our newest member" shown.

Anyway, back to that random file, I ran it through VirusTotal and this was the result:

Wow this is weird, this is bootleg vBulletin to the max.
The only Javascript I see is for advertisements and RNG's, most likely for that exact behavior you described...
Otherwise the source code looks nothing like what vBulletin properly does.

Haha, if you go to "Register", mark the checkbox and hit "Register", the button does nothing because it doesn't have any action assigned to it.

Wow, Russian bootleg forum with Botlanders instead of Blocklanders.

On further investigation, turns out getchip.net is some Russian site that is for like programming for Russians or something. Oddly enough, it has a forum of its own. My guess is that this website was hacked and this weird bootleg vBulletin abomination was added to it by the attacker. The reason why? I dunno.
