Can someone help me find a mod called the Hat Switcher?

The client sided mod, for changing hats is most likely a custom non-released mod. Your best bet is to ask somebody to make you the mod, or go in Add-Ons, look for somebody offering to make mods, and suggest the random-hat-avatar-mod
