A lot of the things that people couldn't decode were simple caesar ciphers.

I'm assuming the ending is some more Morse, so it transliterates to: ...- -. . .--- .- .. . . (and) ...- -. . .--- . -. --
which translates to: VNEJAIEE (and) VNEJENM
I'm not completely sure it's Morse since some of the bars don't have the same width.
Additionally, I have no clue about the middle part (yet). I have a guess that it's related to some TV signal since the name of the file is "SBTV".
EDIT: a quick search on google revealed that this is a SSTV signal
