I hope you're planning on telling your parents about this, make sure it's very clear to them that it's something that needs to be handled seriously. If, and only if that doesn't work, calling a non-emergency police line to report it would be the best thing to do.

i'd probably just leave them be, if one of them is in a really bad state then call the police for help
by bad state I mean nobody is willing/capable of looking after the person and they are vomiting while unconscious

I've had this happen to me multiple times in the dorm, some I knew and some I didn't, but decided that since i'm the only one up all night I might as well watch over them

if they pass out again and nobody is awake looking after them, then enlist in cops
