Brazil, inspired by the USSR and China, lays out a set of plans divided into three - short Two-Year Plans, designed to stabilize Brazil and it's government after civil war loomed a year ago, medium Five-Year Plans, to beef up Brazil's industrial production and military, and long Ten-Year Plans, designed to make the nation grow to become a superpower like the US or USSR.

Switzerland asks Brazil to encourage the creation of a reformed Brazilian Red Cross Society, which will be independent of the government, to reduce meddling, and will be a member of the IFRC/ICRC.

Switzerland also asks the same of all countries who do not have Red Cross programs; national non-profit Red Cross leagues who are funded by the people for the people are a great concept.
The IFRC/ICRC will not endorse membership of any country who attempts to meddle with the programs for the good of a select few of people.
