It's RNG on top of RNG on top of more RNG.

You start with a random gamemode with random teams and a random weapon category. There is a random chance for a random modifier for this round. You get 3 random weapons, and random chance for a random FX. Most of the weapons have random spread. Some of them have random projectiles. Boxes will randomly spawn and give players a random effect. That effect may also have randomness to it.
