My brother worked as a halls co-ordinator (or similar title), managing hall wardens and students at plymouth uni last year, and he made the uni several hundred quid in fines from people smoking tobacco and cannabis lasty ear.

He's got a higher up management position at another uni now as a full time job.

He doesn't enjoy people smoking cannabis in a private residence for which they signed a contract to say they wouldn't smoke. Not to mention it is both illegal to smoke cannabis and to smoke in the public areas of the halls.

It's just a case of respect, for the people you're sharing a hall with, the people who will occupy your room once you leave, and for the building itself.
