They should be distributed equally across the EU and other countries... Maybe do a little bit of screening to make sure they don't have extremist tendencies (I don't know how you'd do that but I've heard there are some pretty cool methods of doing it) and issue them a visa. IDK. I'm not a foreign policy expert.
