Like, if you found a wallet with cash and cards in it, you'd hand it in to the police.

Only time it's not necessarily useful to hand something in to the police (in the UK at least), is if it is a Passport.
Because Passports that are lost and handed in legally have to be destroyed, not returned to their owner.
If you can manage to return the passport to its owner by yourself then you're saving them time and money.

last time i lost stuff i just went to the local authority or help desk and they always had it so yeah just give it to the police they'll be able to contact the owner

I've never heard of giving lost property to the police. Usually you give it to someone who works at wherever you were, so when the person wants their stuff they can call that location and ask if they have their whatever.

Yeah, that's normal if you're at a school or at work or in a shop or on a bus.
But if you find it in the street you should hand it in to the police.

I told the story of how I found it. Everything went calmly.

Chances are, if they only have an iphone5c for their main phone they're broke and cant afford a new one if it gets stolen
