I know by default its to turn on its R and yes my controls is all on default but I dont know what I did that I'm not being able to turn on the player lights.

Switch your controls, maybe assign it to a different key.

are you trying to use your own light or other player's lights?
is it in single player/your own server or other people's servers?

also try using the command (/light or /uselight?) to turn on your light in singleplayer

if you can't use your light on other people's servers it might be from an addon disabling lights or using them for reloading certain weapons

Either your key for turning on your light is for some reason set to something other than "R" or your on a server where player lights are disabled.
Try to see if the light works in single player mode. If it doesn't, try typing /light into the chat.
