This is actually pretty likely. Twitter has so many users that post so many things that there must be a massive current of reports coming in. A large number of them are assuredly people who are reporting content that doesn't break the rules but they want to report anyway. By forcing those reports into other categories, they have to actually consider them and pass on them, but if there's just a catch case that is essentially "doesn't break the rules but I want to report it anyway," they can just ignore that pile and make it easier on content moderators to deal with content that is actually rule breaking. If one particular post amasses a disproportionate amount of "disrespectful" reports, they can still check it out and make a judgement call on it, but not have to deal with all of them.
