The Dutch economy struggles to cope with the newly enacted "free" healthcare. The government faces a choice; either raise taxes, much to the ire of their citizens, or cut funding to other areas of the government.

Whites everywhere within the country decry the development. The majority of the populace, of course, supports this in full. Parades are held in Johannesburg to celebrate. However, the government of South Africa must grasp the enormous tasks it has ahead of it. Many of the now de-segregated people have little in the way of marketable talent, especially in the industrializing country, and suffer from huge unemployment and unpleasantly high amounts of crime, even with the new police forces working overtime.

Hardly anyone notices the tax change. Unfortunately for Australia, the only thing that passes unnoticed.

Without private funding, many schools are now crippled in terms of funds. Without government support, they will crumble. The amount of money that would need to be provided would be immense.

With gun control completely removed, citizens everywhere begin buying guns, mostly from countries and companies not based in Australia. As a result, Australian commerce takes a hit. A notable increase in crime occurs very quickly, bringing the annual total up more than a percent nationwide in 6 months. Worrying indeed as the year is only just half over.

it is as follows:

a handful of government-maintained unions are to be created, and they will manage construction in the slums. the government will give them their first contracts- said contracts are to restore the buildings and infrastructure of the slums, including things like power lines, and waterlines.

immigration is to be limited, as south africa already has too many uneducated citizens to give good jobs to. immigration will only worsen it, and so immigration is limited to those with higher fields of education, like engineers and doctors.

the military, although physically armed with only a police force's level of weaponry, will assist the police in eliminating black gangs that weren't stopped at all before the raven plan. it's believed that their superior training will help in dealing with the gangs.

taxation is modified to allow the creation of small businesses to be much simpler, and said businesses have access to hiring security. while the company will have to pay for the training, their security may acquire police training.
