The Raven plan occurs in South Africa. The combination of that and industrialization take a heavy toll on the nation's economy, raising prices across the board. While not an issue now, if it continues for any longer it very well may be.
The Soviet Union falls on April 16th, 1991. Satellite states and incorporated territories are given autonomy, and the borders of Europe and Asia are forever changed. The Warsaw Pact is officially dissolved. With the Soviet Union ends the Cold War, officially, between it and the United States. The end of an era indeed.

Research Frigates
There is no research. As it is 1990 most first world countries are simply expected to have modern items. Third world countries, however, will not and would not be able to manufacture them in any reasonable amount of time, so they must ask first world countries for them.
I offer an alliance with Finland.
Finland invests on the well being of her citizens. Also I accept Australia's alliance.
The Coalition, led by the United States, begins the first wave of combat operations against Iraq-held Kuwait. Radar stations, anti-air emplacements and coastal defenses are bombed. Coalition planes wreck havoc on Iraqi infrastructure and static defenses. Supply convoys are hit, but, for the most part, Iraqi ground elements escape mostly unscathed. The southern lines are bolstered and the western defense line is strengthened. Defenses in Israel and Saudi Arabia are bolstered in expectation of Iraqi counterattacks.
Curiously, no Iraqi planes or missiles are launched.
