actually, im pretty sure it's illegal in all the states. you need to be law-enforcement or prove yourself in the military or some stuff

Automatic and many military weapons are legal for civilians to own as long as they were registered in the US before 1986 I believe is the year. You need to have a special tax stamp and conduct the sale through a licensed procedure. I have also heard you must allow officials to inspect the restricted firearms at their demand.

I forget the specific laws and whatnot but it is not impossible to own fully automatic weapons legally, just expensive and time consuming.

Some of them go for specific people. Hell, weren't like 30 people wounded in Columbine? Think, they're usually there to make a statement. They don't actually care how many people they kill.
