A foot+ of rain is a lot, but probably won't do too much damage to people or property, you're safe as long as it stays under 1 1/2 feet of rain.

Also in Texas.

It got really bad last night. Power went out for a few hours too. It's stopped for now, don't know when it'll be back because the forecast is rapidly changing.

We need to somehow redirect this storm to California. Combined with Washington rain too, their drought would be over in a week tops.

If this were to hit California, it would cause a ton of flash flooding on a huge scale.
Needless to say the only safe way to re-hydrate California is slowly.

Hey, it could replenish lots of dry lakes just make sure the storm is weaker.
