How you've done it really doesn't look right, you've put her head within the players face

I'd recommend re-doing it following the style of the default faces (note how the hair is done):


Drop the straps because they shouldn't be on the face itself, make the hair fit squarely on the face. Also what program are you using? It's way too pixelated.

If you intend to make a lot of decals, putting the effort into learning either inkscape or adobe illustrator will really pay off. Vector graphics really make this so simple.
