Why don't the round end?

When I kill all prisoners/guards, the round doesnt end

And don't do

because it gets annoying and when done excessively, could cause you future issues (mainly jokes beaten to death made repeatedly) or, if too much (like a lot of times, 20-50 I think) might get you banned.
