I tested it out:

In my opinion, they looks really weird without ears or horns.

i think it looks better, it just seems kind of goofy to put their entire head on the face

Welp, I included the ears because I thought of it like putting the hair on the face just like the default faces. Besides, without the ears, it's hard to tell they are goat people.
