I don't understand it and I don't get what tone it's trying to portray.

This "Kevak" guy in this thread.


Any more examples? I am really not understanding this.

There's an element of this.  It could imply that you have ulterior motives, that you are taking a tone to to suggest something either other than what was written towards an implied loveual tone, or to enhance a message with already lovey tone.  Additionally, it might be used to show passive aggression or sarcasm if the situation might be able to merit it.

Probably because its suppose to evoke a smooth tone~

It can be a lot of different tones, usually depends on what they are saying.

From what I've seen, people use it to make text sound more loving/cute/lovey

Example w/o:    I love yooouuu
Example with:    I love yooouuu~

kawaii desu desu anime loving stuffforget starfish~
