id get at least a 450 for a 960
you should probably get a 500 - 600 for a little head-room

Strangely I can't actually find anywhere that lists the wattage for the M32BF-B05 specifically, but searching for just M32BF came up with it being either 300 or 350 watt, which is still under the recommended for a 960.

Nvidia lists the minimum recommended as 400, but you want to be above that. 500 or above would be best.

You'd also need to make sure the PSU you get has the correct number of pins for the PSU.

Can't find details on it but I think we're safe to assume it's the same as the other M32BF's in terms of its PSU, either 300 or 350. Either way it's under what you would need.

you wouldn't run it at all
if you're not going to meet the requirements you can damage the card

You mean how will the graphics card run?

It may not run at all. It may run for a while, overload your powersupply, fry itself and destroy the PSU while also potentially frying other components of your PC.

how well will it run fps wise?
From what I looked up the best you can hope for is somewhere between 20-30 fps with most settings on low

i would suggest the nvidia one out of the two of those
heres what one guy said in his review about it
