im gonna use it to record my new 3ds xl, im not getting a capture card for it because a camera is multi-purpose and cheaper.

I have one but never use it. I've been trying to sell it for a while now.

There is no such thing as "not compitable"
Get a bunch of loving wires and adapters and there you go.
Cut down the video to 480p if necessary

3DS doesn't exactly have a lot of output ports, just a headphone port and a charging port. So I'm not sure how a capture card would even work on a 3ds. Regardless, if it's doable, it would be much better.

As far as "best camera for $175" in general goes, I'd say an old used dslr+basic lens could easily be had for that price. But that probably wouldn't fit your needs as such old dslrs usually don't have video.
EDIT: ok i know like 0 about mirrorless models but this body (used) with this lens (used) looks fine. Would only be 720p video tho.

Don't bother buying a point and shoot like scythe suggested. Nobody buys low-end point and shoots anymore because cell phone cameras are pretty much just as good; if that's the option you want to go, just stick with your phone. You'll get much better results buying (relatively) higher end used equipment like what I suggested

Yeahhhh that's going to be way more than $175 then.

Your best (budget) option then sounds like it'll be used cameras. What I posted earlier will be under $175 but only 720p, or if you want 1080p, but willing to spend a bit more, you could get this body (used) and a used copy of one of the following lenses:
the basic kit lenses
An old lense, manual focus only, and no zoom, but would be great for low light if your recording inside
a telephoto lens so you don't have to have the camera so close to you to fill the frame with the DS
same as above, cheaper, but will be manual focus only on the camera

Whatever you get, add about 15-20 for a cheapo tripod
