OK, so what do you guys think I should change my hair and glasses to?

I'll just reiterate the fact there are no small framed glasses other than wire frame ones. It's the only one that doesnt look like stuff.

Not with my insurance.
in my experience, insurance will often pay up to a certain amount for your frames, meaning that even if you pick something that goes over that, it'll still pay that much and you just gotta pick up the difference
that might not be the case for you, but even then, you can get glasses without going through your insurer. it'll be a lot more expensive probably, and you have to decide for yourself if that's worth it (or more likely your parents have to decide for you)

We can't afford to invest in something like frames so we pick the ones that are fully covered by our insurance.

I don't cut it because I have horrible cystic acne that won't go away. It makes me anxious when people see it so I seldom cut it.
There are meds that can completely get rid or acne... They are bad for your health so while on them you need to be monitored, but with acne that is really bad it may actually help a lot dermatologically in the long-run considering that acne has the potential to scar.

There are also topical solutions that have few side effects that can help but i'm guessing these work mainly with mild cases of acne.
