Active a new key on old account on steam?

If someone purchases a new key and ID, but wants to tie it with an existing steam client (that was already tied to an older key that is banned), is that possible?

And if so, how? Anyone who might have experience with this and/or badspot if he's lurking in this thread, help is appreciated.

If they purchased a non-steam key, I'm pretty sure there's a -nosteam arg that can be used. Could be wrong.
