RTB, for the prefs, the old one is completely fine with that.
Some kind of server mute.
I personally like Moderator, as well as admin/mod/global chat.
Chat EVAL, where you put $(message) in chat and it puts that cmd in console.
Server_rules or something of the sort

Also if it's a server involving building, brick_smallbricks
