So I just asked some metropols and they explained to me how it all works. Metropols have one year of interned study and practice while the federals have a year of interned study and two years of external study as assistants. You can join the feds as a civilian, you can't join the metropol as a civilian. But with a three month class at the federal range of weaponry and discipline I can join anyways. Metropol it is.
