1. Go to the Ikaruga Store Page in your Browser (not the Steam client!)
2. Make sure you are logged in.
3. Type SEARCH on your keyboard, yes TYPE, like you make words :D
4. Press ENTER on your keyboard, and a little window pops up.
5. Type 1v7531 in the window, and hit enter.
6. Now you have your free badge!

I really don't think this ARG is ever going to require someone to go to a real location.
If it is, then i don't think it should.
