Even if Bubbagum was 16 and Nick was 18 it doesn't matter because the law in mostly every single loving state says there is at least a 2 age between limit. So they can date as long as he is only 2 years older than her.

If your girlfriend is 16 and you are 17 and then you turn 18 tomorrow the feds aren't going to come knocking on your door and start arresting you for being a loving child enthusiast. It doesn't work like that, they understand that 18 year olds could have dated someone at the age of 16 before they turned 18 or whatever.
