well, it's patreon, so it's a bunch of people paying him a certain amount regularly. whenever he makes a page for a comic, their pledged amount of money is removed from the patrons' (the people who have pledged) paypal or bank account or however they signed up. making comic pages is something he does on his own (but some may be part of commissions too?)
I'm not sure how much he would charge for an actual commission
