Is there a tutorial or an explanation on how to make a model with the correct points in blender?

You'll still have to export the model from 2.49b. It's important to set the sequence priority so you don't get overlapping animations.

What about Port's Torque DTS Importer/Exporter?

It has a few issues (mostly with sequences)
https://github.com/portify/io_scene_dts/issues
Until he sorts out all the bugs, it's probably best to stick with 2.49b's exporter for playertypes

I am aware of the issues, I just wanted to know how to export stuff properly with the right nodes and points
