This kid does have steam and my brother accidentally click that link and now Mitch traced my IP, location, passwords, emails, etc... So If I do get hacked, remember its not me but this kid. I'm using my antivirus and changing passwords now.
What else do I need to do?

he can't really do anything with your ip except dos you and take your internet down for like 30 seconds afaik. if he begins actually getting into your accounts somehow definitely go report it
it doesn't matter where he lives i don't think. one of my parents got their email hijacked and the guy who got in resided in france, but they still arrested him. crazy experience

Call the cops on him, they will go straight to his house, have a deep discussion with him, fine his parents, force him to go to one of those meetings where a mediocre guy explains to him alongside other guys that hacking is a federal crime, and they will confiscate his computer for a few weeks.

Its just what had gotten into him, Like he was this nice?
But a few months later this started to happen.
I guess this is why parents don't allow kids to have computers.
